Croatia-China relations enter a “diamond period” with huge cooperation potential

——An interview of H.E. Mr. Dario Mihelin, Croatian Ambassador to China

从《权力的游戏》取景地到2018年俄罗斯世界杯亚军，克罗地亚，这个总人口仅400多万的国家赢得了越来越多中国人的青睐。携程旅游数据显示，2019年境外中国游客旅游目的地中，克罗地亚入境人数上半年同比增长540%，成为最大黑马。为深入了解这个神秘国度以及他与中国日渐深入发展的关系，记者专访了克罗地亚驻华大使达里欧·米海林。

As the shooting location of American drama seriesGame of Thrones and runner-up in 2018 FIFA World Cup, Croatia, a country with a bit more than four million people, is becoming an appealing land for a growing number of Chinese people. Data of Ctrip shows that in 2019, Croatia emerged as the largest highlight among Chinese tourists’ overseas destinations, with a year-on-year increase of 540 percent in the first half of 2019 in terms of the number of Chinese tourists it received. To make a better understanding of the mysterious state and its growing relations with China, the reporter interviewed H.E. Mr. Dario Mihelin, Croatian Ambassador to China.

初见米海林，是在克罗地亚驻华大使馆的办公室，他身材高大魁梧，见到记者热情地走上前握手问好，笑容亲切。有着20多年政府和外交工作经验的他，今年1月刚履新克罗地亚驻华大使，此前他已多次到过中国。“第一次来中国，是2015年10月随基塔罗维奇总统访华，2017年5月我又以总统特使的身份参加了首届‘一带一路’国际合作高峰论坛。”他说，无论走到哪里，中国人的热情好客都给他留下了深刻的印象。谈起中国、中克关系及其任期内将推进的中克合作交流计划，米海林滔滔不绝，语气中满含信心和期待。

The reporter first met Mihelin in the ambassador office of Croatian embassy in China. Seeing the reporter, the tall and strong man came up to shake hands with her, beaming with enthusiasm and smiles. With 20 years of government and diplomatic experience, he was appointed as Croatian Ambassador to China in January this year. Before that, he has made many visits to China. “I first came to China in October 2015, when I accompanied President Kolinda Grabar-Kitarović in her state visit to China. In May 2017, I attended the first Belt and Road Forum for International Cooperation as the President’s special envoy.” Wherever he goes, he is always impressed by the gracious hospitality of Chinese people, said he. Talking about China, China-Croatia relations, and the China-Croatia cooperation and exchange plans to be pursued during his term of office, Mihelin talked eloquently with confidence and expectation.

“The Belt and Road (B&R) offers huge cooperation potential”

记者：您如何看待“一带一路”框架下的中克双边合作及双边关系发展前景？

Reporter: How do you think of China-Croatia bilateral cooperation and the prospect of bilateral relations under the framework of B&R?

米海林：正如今年4月李克强总理访问克罗地亚时所说，中克关系进入了“钻石期”。建交27年来，两国关系取得了长足的发展，高层交往密切，政治互信稳固，双边互利合作成效显著。李克强总理访克期间，双方发表了联合声明，声明肯定了自2005年以来两国各领域取得的成就，这些成就将推动双边关系进一步深化。克方严格奉行一个中国政策，积极参与“一带一路”建设和“17 1”合作。2017年5月和今年4月，克罗地亚参加了两届“一带一路”国际合作高峰论坛。

Mihelin: Just as what Premier Li Keqiang noted during his visit to Croatia in this April, China-Croatia relations have entered a “diamond period”. Over the 27 years since our diplomatic ties were established, our relations have come a long way, as evidenced by close high-level exchanges, stable political mutual trust, and remarkable bilateral win-win cooperation. During Premier Li Keqiang’s visit to Croatia, the two countries released a joint declaration, which recognized what the two countries have achieved in all aspects since 2005. These achievements will enable deeper bilateral relations. Croatia strictly adheres to the “One China Policy” and is active in participating the B&R building and “17 1” cooperation. In May 2017 and this April, Croatia attended two sessions of the Belt and Road Forum for International Cooperation.

Project site of Peljesac Bridge constructed by Chinese company两国在“一带一路”框架下的合作潜力巨大，这与克罗地亚的地缘优势密切相关。克罗地亚既连接了陆上丝绸之路，也连接了海上丝绸之路，形成了背靠5亿人口的大市场，可作为中国进入中东欧国家的门户。如果经海路将货物运往欧洲，从我们的港口比绕道欧洲北部港口用时要缩短一周。此外，我国正在积极推进基础设施建设，这也是“一带一路”建设的重要组成部分。双方签署的佩列沙茨大桥合作项目，是中国企业在欧盟国家承建的第一个大桥项目，也是两国合作的旗舰工程和最大的基建项目。大桥由欧盟基金提供支持，对克罗地亚和欧盟国家来说，大桥将隔海相望的两块领土连接起来，具有重要的意义，这一合作也是两国高度互信的有力证明。We enjoy huge cooperation potential under the framework of the B&R, which should be attributed to the geographic advantages of Croatia. Connecting both the land Silk Road and the Maritime Silk Road, Croatia has access to a huge market with 500 million people, well-poised to serve as a portal for China to enter Central and Eastern European countries. For goods to be transported to Europe via sea route, passing by Croatian ports will save one week than making a detour at northern ports in Europe. Besides, Croatia is working to build infrastructure, which is a key part of B&R building. The signed Peljesac Bridge cooperation project is the first bridge project undertaken by Chinese enterprises in EU countries, also a flagship project and the largest construction project in the bilateral cooperation. Financed by EU funds, the bridge will connect two parts of Croatia and of the EU, which are otherwise separated by sea. The project is of great significance and testifies to the high level of mutual trust between us.

“Many classic investment cases can be found between us”

记者：中克两国经贸合作取得了哪些成就？未来还将在哪些领域重点发力？

Reporter: What achievements have been scored in China-Croatia trade and economic cooperation? What are our key cooperation fields in the future?

米海林：近年来，两国经贸合作不断加强，进展显著，双边贸易额有望突破10亿欧元。李克强总理访克期间表示，中国将扩大进口符合中国市场需求的克特色产品，我对此十分赞赏。克罗地亚主要向中国进口电器设备、移动通讯设备、自动化数据处理机、打印机、空调、玩具、鞋类等，出口橡胶和塑料成型机械、皮革、山毛榉木等。我们有优质的食品，克罗地亚葡萄酒在中国市场很受欢迎，除此之外，我们还在为其他食品出口中国办理认证手续。其中，牛奶和奶制品认证即将完成，很快将与中国消费者见面，猪肉、牛肉等肉制品，金枪鱼、蜂蜜等产品也在认证中。

Mihelin: The past years have witnessed closer trade and economic cooperation between us and notable progress. Our bilateral trade volume is well-positioned to top 1 billion euros. During his visit to Croatia, Premier Li Keqiang noted that China will import more featured Croatian goods to meet the demands of Chinese market, for which I should show my appreciation. Croatia mainly imports electrical equipment, mobile communication equipment, automated data processor, printer, air conditioner, toy, and shoes from China, and exports rubber, plastic molding machinery, leather, beech wood and other products to China. We also have premium food products: Croatian wine is well received among Chinese consumers. Meanwhile, we are also handling certification procedures for other food products to be exported to China. Among that, certification for milk and dairy products is just about to be completed, and such products will be shipped to China soon after. The certification for pork, beef and other meat products, tuna, honey and other products is underway.

除了贸易，我更想谈谈两国的投资合作。克罗地亚电动车生产商利玛奇公司（Rimac）与骆驼集团在中国成立了合资企业，生产电动汽车零部件。骆驼集团斥资3000万欧元收购了利玛奇公司和克另一家自行车生产商格雷普（Greyp）的部分股份。特变电工沈阳变压器集团有限公司与克罗地亚康嘉互感器公司（KMT）在中国成立了合资企业，为发电厂生产互感器设备。这些都是克罗地亚在中国的经典投资案例。

Besides trade, I want to talk more about our investment cooperation. Rimac, an electric car maker in Croatia, has cooperated with Camel Group to establish a joint venture in China to produce parts of electric cars. Camel Group has bought some shares of Rimac and bike-producer Greyp at a price of 30 million euros. Shenyang Transformer Group Co., Ltd. has partnered with Croatian Končar Group Unit KMT, a mutual inductor producer in Croatia to establish a joint venture in China for mutual inductors production. All those are classic cases of Croatian investments in China.

中国在克罗地亚也有很多投资案例。北方国际以3200万欧元购买了克罗地亚能源工程股份有限公司(Energija Projekt company) 76%的股权，承建了塞尼市附近总投资1.6亿欧元的156MW风力发电站。克罗地亚独特的地理位置为发展物流业尤其是多式联运提供了很多机遇，中铁二院与克罗地亚铁路基础设施公司（HŽ Infrastruktura）签订《关于合作构建克罗地亚多式联运通道的谅解备忘录》，双方将携手推进里耶卡港-萨格勒布-搏托沃（克匈边境）多式联运通道项目。中国路桥与之就里耶卡-萨格勒布段交通干线发展项目签署合作备忘录。中国的高速铁路技术可帮助我国实现铁路现代化，提高铁路运输速度；中国建筑企业的高效率、专业化也值得我们学习，据我所知，佩列沙茨大桥的建设进度就超过预期。

China has also delivered many classic investment projects in Croatia, NORINCO International has purchased 76 percent shares of Energija Projekt company at a price of 32 million euros, and contracted the 156MW wind power farm worth 160 million euros near Senj. The unique geographical location of Croatia has presented many opportunities for the development of logistics, particularly multimodal transport. China Railway Eryuan Engineering Group has signed the Memorandum of Understanding on Cooperation in Constructing Croatia’s Multimodal Transport Corridor with HŽ Infrastruktura, seeking to push for the Rijeka-Zagreb-Botovo (Croatia-Hungary border) multimodal transport passage project. For that project, China Road & Bridge Corporation has signed a Memorandum of cooperation for Rijeka-Zagreb section of artery traffic project. China can help Croatia in modernizing railway and enhancing railway speed with its high-speed rail technology; China also has much to offer in its efficient and professional construction firms. For all I know, the construction progress of Peljesac Bridge has exceeded expectation.

在李克强总理访克期间，双方还签署了关于数字化社会建设的合作备忘录。华为公司与克罗地亚好几家企业在数字化领域有长期的技术合作。近期我们开设了克罗地亚经济商会和旅游局上海办事处，发掘数字领域的发展潜力，进而推进持续合作。此外，中国国际海运集装箱集团旗下的齐格勒公司投资300万欧元在库蒂纳成立了消防车公司；中国航空工业集团控股的奥地利未来先进复合材料股份公司(FACC)在萨格勒布地区的亚科夫列（Jakovlje）县投资3000万欧元计划建设飞机零部件厂；中亚控股集团向扎达尔港投资600万欧元；海航旅业集团收购了杜布罗夫尼克太阳花园酒店等等。克罗地亚国家银行统计数据显示，1993年至2018年，来自中国的直接投资（FDI）达8800万欧元，实际投资额远高于此。

During Premier Li Keqiang’s visit to Croatia, the two countries also signed a Memorandum of cooperation for the building of a digital society. Huawei has entered long-term technology cooperation with several Croatian enterprises in terms of digital fields. Recently, we have established the Shanghai office of Croatian Chamber of Economic Commerce, and Croatian National Tourist Board. We aim to unearth development potential in digital field and push for further cooperation. Ziegler, an affiliate to China International Marine Containers (Group), established a firefighting truck company in Kutina with 3 million euros of investment; with Aviation Industry Corporation of China as parent company, Austria’s FACC plans to invest 30 million euros in Jakovlje County, Zagreb to build an aircraft parts factory; China Asia Group has invested 6 million euros in Zadar Port; HNA Tourism has bought up Dubrovnik Sun Garden hotel. Data of Croatian National Bank shows in 1993-2018, Croatia received as much as 88 million FDI from China, with actual investment amount much higher.

未来，我们希望吸引更多中国的更广泛领域的投资，当前推出了食品加工、能源等好几个领域的投资项目。食品加工方面，中国消费者需要高质量的食品，我们有高质量的食品及农产品，双方合作投资食品加工业恰逢其时。能源领域的合作还仅仅只是开始，需进一步洽谈。

In the future, we hope to bring in more Chinese investments from a wider range of areas. Currently, we have launched investment projects in food processing, energy, among others. In terms of food processing, on one hand, Chinese consumers need quality products; on the other, Croatia can offer quality food and farm produce. Therefore, it is the right time for us to cooperate in food processing. Cooperation in energy field has just started and entails further negotiation.

“Bilateral cooperation in tourism, sports and sister city is deepening”

记者：克罗地亚在体育、旅游等领域发展强劲，您如何评价两国在包括这些方面在内的人文交流领域所取得的成就？

Reporter: Croatia is showing a strong momentum in sports, tourism, and other fields. What do you think of the achievements made in people-to-people exchanges in these fields between us?

米海林：到克罗地亚的中国游客呈指数级增长，今年预计将超过50万。首都萨格勒布、16湖国家公园、杜布罗夫尼克、东部的葡萄庄园是中国游客最爱去的四个地方。遗憾的是两国之间还没开通直航，我们目前正在与几大航空公司接洽，希望尽快开通两国直航。

Mihelin: The number of Chinese tourists choosing Croatia as a destination has increased exponentially and is estimated to top 500 thousand this year. Capital Zagreb, Plitvice Lakes National Park, Dubrovnik and east grape plantation are four favorite places for Chinese tourists. It is a pity that no direct flights are available between us now. At this point, I am discussing with several airlines for direct flights as soon as possible.

体育方面，2015年10月，基塔罗维奇总统与习近平主席就两国开展体育合作交流了意见，两国领导人都是足球迷，克方承诺将全力协助中国提升其在足球、手球、篮球、水球等团体体育项目的世界排名，这些都是克罗地亚擅长的领域。与此同时，中国今年选派了200名青少年运动员到克罗地亚与当地运动员一起参与上述体育项目的训练。去年世界杯中，克罗地亚取得的成就让中国球迷们惊喜，他们常常问我球队什么时候来中国，希望在不久的将来能促成他们来访。不仅如此，萨格勒布大学和北京体育大学还签署了两校开展学生联合培养的交换生项目协议，中方除了派出青少年运动员到克罗地亚参训外，还可以参加在线教育。可以说，体育合作是两国间最出色的合作领域。

When it comes to sports, in October 2015, President Kolinda Grabar-Kitarović and President Xi Jinping, both football fans, exchanged views on sports cooperation. Croatia has promised to offer strong support to China to help enhance its global ranking in football, handball, basketball, water polo and other team sports, all which Croatia is excelled in. Meanwhile, China has selected and sent young athletes to Croatia, almost 200 this year only, where they received training on the above-mentioned sports programs together with local athletes. In last year’s World Cup, Croatia scored the results that excited Chinese fans. They always ask me when the football team will come to China. Hope they come here in the near future. What’s more, Zagreb University and Beijing Sport University have signed a student exchange program agreement for dual culture. Chinese side can send young athletes to receive training in Croatia and online education. It is fair to say that sports cooperation serves as a shining example between us.

今年是克中文化旅游年，中国在萨格勒布美术馆举办了多场展览活动，克罗地亚民间歌舞团也到内蒙古、江苏等多个省市进行歌舞表演。今年7月，发源于萨格勒布的幻觉艺术博物馆在上海开馆，吸引了众多游客。年内，上海还将举办更多展览。成都也将在近期举办一场来自克罗地亚的音乐会。

This year we have celebrated Croatia-China Cultural and Tourism Year: China launched multiple exhibitions in Zagreb Art Gallery, while Croatia’s folk song and dance troupes gave performances in Inner Mongolia, Jiangsu and other provinces (municipalities) in China. In this July, Museum of Illusions, which has roots in Zagreb, was opened in Shanghai, attracting hordes of visitors. Few more echitions are to come to Shanghai and concerts to Chengdu.

随着两国对彼此兴趣的增加，更多的省州及城市之间确立了友好关系，如北京和萨格勒布、上海和萨格勒布、杜布罗夫尼克和三亚、斯普利特和杭州、扎达尔和海南等等，明年分别是萨格勒布和上海、萨格勒布和北京建立友好城市关系40周年、25周年，将举行庆祝活动。友城关系的建立将带来更牢固的合作，为文化项目合作、文化交流、体育交流等人员间的交流打下坚实基础。

With our growing interests towards each other, more provinces, states, and cities have established friendship, such as Beijing and Zagreb, Shanghai and Zagreb, Dubrovnik and Sanya, Split and Hangzhou, Zadar and Hainan, among others. The next year will mark the 40th and 25th anniversary of Zagreb-Shanghai and Zagreb-Beijing ties respectively, when celebration activities will be held. Sister relationship will enable closer cooperation and lay a solid groundwork for cultural project cooperation, cultural exchange, sports exchange, and other forms of people-to-people exchanges.

2020年是两国的重大机遇年，明年上半年克罗地亚将首次担任欧盟轮值主席国，借此契机，我们将就如何加强欧盟国家与中国的合作进行对话，克方将为此作出积极贡献。

The year 2020 will be a year of enormous opportunities for the two countries. In the first half of next year, Croatia will host its first EU Presidency. Taking this opportunity, we will engage in dialogue on how to intensify the cooperation between EU countries and China, for which, Croatia will work to make great contributions.
